Property is appraised at 100% of its fair market value and assessed at 40% of that value. It is the duty of the county appraisal staff to make appraisals of the fair market value of all taxable property; maintain tax records and maps for the county; prepare annual assessments of taxable property; mail assessment notices; inspect mobile homes to determine if the proper decal is displayed; and provide information to the Georgia Department of Revenue as requested.

General Information

The County Board of Assessors is responsible for determining taxability, value and equalization of all assessments within the county. The Board of Assessors is a five member body of appointed citizens of Troup County, serving on a part time basis, who meet every second and fourth Tuesday of each month at 8:30 a.m. unless otherwise posted. The members are appointed for a fixed year term by the Troup County Board of Commissioners and operate autonomously. A Chairman is elected on an annual basis. The Board of Tax Assessors hires a Chief Appraiser to administer the functions of the Property Appraisal and Assessment Administration.

The County Board of Assessors notifies taxpayers when changes are made to the value of the property; receives and reviews all appeals filed; and ensures that the appeal process proceeds properly. In addition, it approves, all exemptions claimed by the taxpayer.

The County Board of Equalization, appointed by the Grand Jury, is the body charged by law with hearing and adjudicating administrative appeals to property values and assessments made by the board of tax assessors (Note: An arbitration method of appeal is available to the taxpayer in lieu of an appeal to the board of equalization at the option of the taxpayer at the time the appeal is filed).

The State Revenue Commissioner exercises general oversight of the entire ad valorem tax process. In addition, the State levies ad valorem tax each year in an amount, which cannot exceed one-fourth of one mill (.00025).For additional information: http://www.etax.dor.ga.gov/ptd/dis/index.aspx

Notice to Property Owners & Occupants –

In accordance with Georgia Law (OCGA 48-5-264.1) please be advised that the properties throughout Troup County will be reviewed and notice provided to property owners and occupants generally online at troupcountyga.org (click on Department and Property Appraisal), and regularly through print and broadcast media.

Spring 2010, we will be in western portion of the county, south of the Liberty Hill area, north of LaGrange city limits, and south of SR 109 in the southeastern part of the county. We are also begin inspections in the City of West Point in June 2010. We will also be visiting any property with an outstanding building permit, any property for which owners have returned a Real Property Value Return, or with an outstanding Appeal.

Data collectors will be working Monday – Saturday. Property appraisers/data collectors will be wearing a neon green vest and will have a photo identification badge as well as driving an appropriately marked vehicle. If there is any question about the identity of the appraiser/data collector, do not hesitate to contact our office at 706-883-1625.

This appraiser/data collector does not set values and will only gather the necessary property information including exterior measurements, various coding, exterior photos, etc. Collecting this information does not require access to the interior of the home or business. If the owner/occupant is not at the property at the time of the visit, a door hanger will be left indicating the visit. In the case of residential property visits, if an adult is home, the appraiser/data collector will want to ask some questions in an attempt to make sure our records are as accurate as possible. Answering these questions is purely voluntary and your assistance is greatly appreciated. If you find a door hanger has been left, you may answer the brief questions regarding the general information about your property and return it to the Property Appraisal Office. You will need to affix postcard rate postage stamp to mail it.

If you have any questions regarding this visit, or you need to update information about your property, please contact the Property Appraisal Office at 706-883-1625.
