NOTICE

Pursuant to the Georgia Security and Immigration Compliance Act (the “GSICA”), Troup County may not enter into contracts for the physical performance of services within Georgia unless the contractor or subcontractor registers and participates in the E-Verify program. Contracts must contain provisions demonstrating compliance with the GSICA and affidavits of compliance required by the GSCIA must be provided which affirm that the contractor/subcontractor will use E-Verify through the contract period. Bids and proposals may not be considered if the required affidavits are not attached. Past affidavits may not be used in support of new contracts.

Troup County is also required to verify citizenship status in the provision of local public benefits. Contracts with Troup County for the purchase and sale of goods and services are considered public benefits. Accordingly, individuals and companies wishing to contract with Troup County for the provision of goods and services must provide Troup County with an Affidavit Verifying Status for County Public Benefit Application for each contract.

REQUEST FOR INFORMATION NOTICE

JUSTICE APPLICATIONS

Justice agencies in Troup County, Georgia, seek information from providers of justice and public safety applications and integration solutions regarding their product offerings. Troup County is potentially interested in procuring four (potentially six) off-the-shelf justice applications from one or more providers. These applications are:

· Court Case Management System (CCMS)

· Prosecution Case Management System (PCMS)

· Jail Management System (JMS)

· Law Enforcement Records Management System (RMS)

· Probation Case Management System (potentially)

· Jury Management System (potentially)

Additionally, Troup County is interested in gathering information regarding solutions that facilitate sharing of data between these and other applications.

Providers responding to this RFI are requested to follow the format prescribed in the RFI. Responses to this RFI, as well as questions regarding the RFI, are to be submitted to Mr. Paul Zeigler of the National Center for State Courts at pzeigler@ncsc.org.

Troup County will use the information gathered in response to this RFI to help it make strategic decisions regarding the purchase of justice applications and the sharing of data between justice systems. It will not use the information to select specific applications for implementation.

Addenda 1 – RFI – Justice & Public Safety Software

Will the county except a best of breed for the products being sought?
If so, what products will be required to speak to each other?

The county is interested in exploring best of breed solutions, as well as multiple solutions from one provider.

All justice applications will need to exchange data with other applications.  However, there are different ways in which this may be accomplished:  direct interfaces, shared database, integration hub, etc.

I see that after the Case Management, you have potentially. Is this a need or part of a wish list?

Misdemeanor probation is currently provided by a third party and this arrangement is expected to continue.  However, Troup County is interested in exploring the possibility of bringing probation back in house.  In this case, the county would need a probation case management system.

Oracle or SQL?

Troup County is not committed to a particular database management system.


Addenda 2 – RFI – Justice & Public Safety Software

Will Troup County and NCSC also be interested in receiving a response to this RFI from a vendor who specializes in and provides COTS-based NIEM-conforming data exchanges which will allow for data sharing among these applications, as well as between these and other applications?

Yes, Troup County is very interested hearing from providers of solutions that enable the exchange of data between disparate applications.

Has Troup County received any federal grant funding to finance this project? If so, from which source? If not, will they apply for any grant funding?

No grants for funding the project have been received to date.  Troup County will apply for grant funding as opportunities arise, but none have currently been identified.

Does GA have any special reporting regulations?

Yes. For example, the clerk is required to provide data to the Georgia Superior Court Clerks’ Cooperative Authority.

Will multiple departments be using the programs?

Yes. Using the CMS will be the Clerk of Courts, Superior Court (judges and admin), State Court, Magistrate Court, Probate Court and Marshal. The Solicitor will use the prosecution CMS. The Sheriff and Work Camp will use the JMS. The Sheriff will use the LE RMS. Additional stakeholders will use the integration environment.

What is your time frame on decision making and implementation of the product?

This is to be determined, although Troup County is anxious to make a decision and move forward.

Do you have a preference between a hosted vs. premise solution or will you eliminate a company because they have a hosted model?

Troup County has no preference and is interested in exploring its options.

If the vendor would like to have the proprietary information provided kept confidential and the reasons for it, where would this information be put in the response to the RFI?

Any information provided in response to the RFI will be subject to release in an open records request. Proprietary information that you want to be kept confidential should not be included in your response.

How many summonses does Troup County send out each year?

Approximately 3000.

Is Troup County a 1-step or 2-step court? (one step sends the summons and questionnaire at the same time. 2-Step sends out questionnaire first and summonses qualified people only)

Neither. Questionnaires are not currently sent.

Does Troup County use proportional representation in their pool selection?

Yes.

What information would Troup County like to convert from their legacy Jury Management System?

The existing data base would need to be converted.

Is there going to be an RFP released by Troup County? If so, when?

Troup County is exploring its procurement options to develop a strategy. One or more RFPs will likely be issued by Summer 2010.

Has budget been allocated for the purchase of items Troup County is interested in?

Yes, funds have been allocated.

How many locations or jurisdictions would be involved in this project?

One location would be involved with this project.

On Page 11, the RFI says Troup County would like to have a Jury Management System that meets the needs of the Superior and State’s Court Clerk’s Office. Are the needs you mention the requirements on page 13 or are the others? If others, can Troup County elaborate?

The high-level jury management needs of Troup County are included in the RFP. Detailed requirements will be included in any RFP that Troup County issues.

When does Troup County plan on having all of these items implemented?

This is to be determined, but Troup County is interested in implementing new applications as soon as possible.

Does the Troup have an Enterprise Architecture standard? If not, what is the required or desired architecture for the solution e.g. Web-based, client/server, etc?

Troup County does not have an enterprise architecture standard and is interested in learning of applications that potentially meet their needs, regardless of architecture.

Does the RFI have an official number or name?

No identifying number has been assigned the RFI. The name of the RFI is “Troup County Integrated Justice Information System Request for Information”.

Does the county have a preferred database? Does the County presently own licenses for this database that you anticipate using in this project?

Troup County is not committed to a particular database management system and does not own licenses that could be used for this project.

Does the County have a preferred development tool(s)? Ad hoc reporting tool(s)? Does the county own licenses for such an ad hoc reporting tool that you anticipate using in this project?

Troup County does not prefer any particular development or ad hoc reporting tools, and it has no relevant licenses.

Page 8 mentions the courts rely on numerous county and state computer applications. How many will need to be integrated into the system?

At a minimum, the following county systems will need to share information: Court CMS (new), Solicitor CMS (new), Jail Management System (new), Law Enforcement RMS (new), and 9-1-1 CAD. Additionally, the DA CMS (Tracker), a statewide system, will need to share data with those county systems. Integration with GCIC will be required for the electronic submission of criminal history and hot file data. Integration with municipal courts and police departments is a goal of Troup County.

Where do these applications fit within the workflow?

This question is unclear.

Will integration with NCIC and GCIC databases be required?

Yes, integration with GCIC will be required for the electronic submission of criminal history and hot file data.

Has any budget been allocated for this project?

Funds have been appropriated for this project.

How will the project be funded?

Funding will be provided by the county and any grants that come available.
