Governmental Services

Governmental Services performs specifically assigned unique projects for the Troup County Board of Commissioners and County Management as well as certain internal services. Governmental projects include operational review, software integration, policy/procedure formulation, analyses and initiative implementation. The office also manages the County Board of Assessors review and oversight of PILOT (payment in lieu of taxes) for Troup-LaGrange economic development incentive program, Impact Fee program and the County’s wireless communications. The most notable internal service is county-wide map and map data services.

GIS/Mapping

Troup County began transitioning to Geographic Information Systems (GIS) technologies using ESRI® software in 2009. Legacy AutoCAD maps continue to be maintained for the foreseeable future. New high quality digital orthophotography (aerials) with 6” resolution was acquired in February 2009 - the first image update in fifteen years – along with topography using 2’ contours and planimetric data. The GIS Mapping office was formally established in July 2010.

Troup County’s GIS Mapping office operates county-wide, for the first time providing a common base map for user departments and agencies. This means that when the base map is updated once, it is updated for all users simultaneously, reducing potential errors and improving service delivery to Troup County citizens regardless of address.

Troup County Government customers such as the Property Appraisal Office, E-911/Public Safety, and Planning & Zoning; other governmental customers like the City of LaGrange, LaGrange Utilities and the Troup County School District; and, to private sector companies and individuals like NAVTEQ (provider of many internet and GPS mapping solutions), engineers and developers as well as individual property owners. These map products help the government deliver some of its most critical services. GIS maps help 911 and emergency responders locate callers, property appraisers accurately maintain fair and equitable property values, school buses and other transportation find efficient routes and utility companies maintain infrastructure records. Many local professionals like Realtors® depend on map data to serve their clients.

The office also is the sole entity charged with the responsibility for assigning addresses in the unincorporated county. Address assignment is coordinated with adjacent entities to ensure coordinated addresses. Accurate address assignment and display is critical for all kinds of service delivery and navigation, especially public safety services. Address assignments are guided by the County’s comprehensive Address Assignment and Display Ordinance. The Building & Inspections office is responsible for implementing and enforcing the address display.

Popular map products include aerials, parcel maps, roads, address ranges, and specialty zone maps. Other services include address assignment for new developments, homes and businesses and address changes. Online maps are made available through a private third party provider, Binary Bus.

We are constantly improving the quality of our products and services. We even coordinate corrections with Internet map services. Please email questions and suggestions (especially road name and address corrections) to mapper@troupco.org.

Sales Tax Program

Resolution 2011-2012 passed by the Troup County Board of Commissioners provides for the Troup County Government to participate in the State of Georgia Sales Tax Program (STP) as . The STP allows the County and the State to share information about local businesses by coordination of sharing occupation license, personal property and sales tax certificate information. All businesses operating in Troup County are required to have an Occupation License. Please, contact your local permitting office for information.
