Building Inspection, Planning & Zoning

The Department of Building Inspection, Planning and Zoning is responsible for the issuance of permits for businesses, new construction of homes, structure repairs and alterations, timber harvesting, driveway construction and also for state required erosion and sedimentation control. Inspectors make sure that construction code, zoning and license regulations are complied with daily. A full time county planner assists in processing and referring, to the various boards, variance requests and conditional use needs. And in order to keep the county's long range development goals in line with local and state requirements, this department makes recommendations for the development of subdivisions and coordinates zoning information and changes.

Clerk of Superior Court

Accurate record keeping is an important responsibility for the Clerk of Court. Employees of this office maintain records of civil & criminal cases of the State and Superior Courts, as well as divorce decrees, deeds, service discharges, tax liens and jury summons. Payment of all court and traffic fines (county only), child support, and intangible taxes are made in this office. Additionally, the clerk takes notary applications.

The daily executive and administrative functions of the county are coordinated out of the Commissioners Office. The County Manager oversees policy development, records management, accounts payable and public information.

Information  Services

The Information Services Department provides hardware and software support to the departments within the county. This support includes two major platforms the IBM AS400, which supports the Accounting, Personnel and Land Bases, and IBM RS/6000 that connects all branches of the Troup County Justice System. Also included are smaller PC Networks and stand alone PC's.

Court Services

The Court Services Office provides administrative and technical support to the Superior, State and Magistrate Courts. Services include indigent defense, children of divorce parenting workshops, the Coweta Judicial Circuit ADR program, State Court's private probation services, and DETOX. The administrator is also charged with management of the County Law Library.

Emergency Communications/E-911 /

The Troup County Emergency Communications Center is manned 24 hours a day by a team of 26 dispatchers who answer all 9-1-1 calls for the cities of LaGrange and Hogansville, and for the unincorporated Troup County. They dispatch calls to the Troup County Sheriff's Department, Troup County Fire Department, City of LaGrange Police and Fire Departments, Troup EMS and handle radio traffic for public safety agencies. Providing CPR and first aid instruction, E-911 averages 7,000 calls per month.

Extension Service

A branch of the University of Georgia the Extension Service is the office of the county agent. County residents can obtain information on agriculture, the environment, family and leadership development, gardening and nutrition. This office also offers soil and water testing. The 4-H program is coordinated in cooperation with the county school system.

Fire Department

Responding to all fire and rescue situations in the unincorporated Troup County and the City of Hogansville, the Troup County Fire Department plays a pivotal role in the safety of our community. Twelve stations, seven of which are manned 24 hours, handle all types of structure and wood fires, hazardous chemical leaks, gas spills, downed power lines, industrial and motor vehicle accidents and medical emergencies. They also handle the removal of snakes from residences in emergency situations.

Troup County Government employs over 500 workers in a variety of administrative and technical support functions as well as public safety, public works and other community services. The Human Resources Department coordinates employee benefits and advertises employment opportunities.

 

Juvenile Court

The Troup County Juvenile court works in association with state and local agencies to protect and supervise the welfare of children under age 16. The court establishes protective and temporary custody of minors, makes referrals and home investigations. In cases where a minor is charged with a crime, that child is placed in the custody of juvenile probation/intake officer, who then makes the decision on whether to release the child home or to detain him/her in a holding facility.

Magistrate Court

The Magistrate Court issues warrants, garnishments, writs of possession, repossession orders and FIFA's. Magistrates also handle small claim civil cases and the prosecution of county ordinance violators.

Marshal

The Office of the Marshal is charged with enforcement of all county ordinances relating to business licenses, nuisance complaints, illegal dumping and animal control. Deputies serve all civil papers for Magistrate Court including garnishments, writs of possessions, repossession and FIFA's. They also act as court security for all Magistrate Court sessions. Animal control in the unincorporated areas and the City of West Point is another function of this department. This does not include removal of dead animals, animal pick up, snake removal or animal control within the limits of the cities of LaGrange or Hogansville.

The Troup County Parks & Recreation Commission provides sports, leisure, transportation, special events and therapeutic activities to local citizens of all ages. Total participation for these programs reached 555,517 in 2002. The Commission currently operates and maintains thirty-four separate facilities located throughout Troup County. These facilities cover more than 600 acres and most are available for year-round enjoyment. Along with our parks & recreation staff, a total of 658 volunteer coaches, advisors and support staff  are responsible for making our programs and activities possible. Local businesses and industries also provide financial assistance in the form of annual team sponsorships, as well as other donations and in-kind contributions. The Commission is grateful for their support. The Commission is in the process of a $220,000,000.00 capital improvement plan through a county-wide SPLOST.

Probate Court

General functions of the Probate Court Office include the establishment of guardianship , acting as custodian of minor accounts, probating of wills, issuance of marriage licenses and fire arm permits. Affidavits for mental health and detox evaluations can also be obtained. The Judge of Probate acts as Superintendent of Elections for local and national elections. He also qualifies candidates for election in the City of LaGrange and for the Troup County Board of Commissioners. The Probate Court also, processes passports.

Public Defender

The mission of the Office of the Public Defender is to provide the finest legal representation to indigent citizens accused of criminal charges in the Superior Court of Troup County. The lawyers and support staff seek to safeguard the fundamental rights of the accused and ensure that legal representation is not compromised by their economic status.

Public Works Camp & Correctional Institute

The Public Work Camp and Correctional Institute plays a major role in the maintenance of the county infrastructure. This facility houses approximately 150 inmates, mainly misdemeanor county offenders sentenced to 6-12 months and some nonviolent felony state offenders serving sentences of 5 years or less. Inmate labor is provided to cut grass, dig ditches, pick up litter on county right of ways and clean up around compactor sites. They also remove dead animals from roadways. Each year inmates from the camp clear the 7.5 miles of Yellow Jacket Creek for the Department of Transportation. Trusty's from the Camp can also be seen cleaning up and maintaining county facilities, grounds and city cemeteries. Meal preparation for the county jail is also a major responsibility for this department seven days a week.

Purchasing Department

The Purchasing Department is responsible for the purchase of products and services for all county departments. The goal is to provide quality merchandise and services at the most competitive prizes. The purchasing Department is also responsible for the disposal of all surplus property as well as maintaining the fixed asset records of the County. In addition, all of Troup County government property related insurance claims are processed and filed by the purchasing department.

Roads & Engineering

The Department of Roads & Engineering is the driving force behind public works in the County, maintaining over 490 miles of roads and bridges in the unincorporated areas each year. Last year alone over 20 miles were resurfaced. This department routinely inspects all newly constructed roads, subdivisions and driveways. They patch potholes, repair and replace cross drain pipes and drainage structures. Since July 1995 this department has taken on the responsibility of maintaining the county landfill and compactor sites. The county has formed a partnership with Troup Clean & Beautiful to develop a recycling program and hopes this working relationship will help residents learn how to recycle yard and household waste all in the effort to reduce the amount of waste sent to landfills.

Sheriff's Department & Jail Facility

The Sheriff and deputies of the Troup County Sheriff's Department are the guardians of safety in our community. The Sheriff enforces all criminal and traffic laws and investigates misdemeanor and felony offenses. Providing security for all sessions of State and Superior Courts and mediation hearings, deputies also serve arrest warrants, subpoenas and civil papers. Operation of the county jail is a major function and includes transporting inmates to and from court, medical facilities and other institutions. In crime prevention, the Sheriff's Department is responsible for Juvenile Enforcement under the school system's Zero Tolerance Program, and others like D.A.R.E., Neighborhood Watch and Crimestoppers. In addition the Sheriff's Office coordinates educational programs for youth like the Junior Deputy League for third graders and the Law Enforcement Explorer Program for teenagers interested in law enforcement careers.

State Court

A court of limited jurisdiction, which handles misdemeanor violations including traffic cases for Troup County. This court also has jurisdiction over all civil actions regardless of the amount claimed, unless the Superior Court has exclusive jurisdiction.

Tax Assessor

The office of the Tax Assessor is responsible for the evaluation and equalization of all real and personal property in Troup County. Establishing a fair market value for all properties and keeping track of ownership are just a couple of its main goals. This office also assists the public in locating property in the county and maintains jurisdictional maps to help establish parcel boundaries and keeps records of buildings located on the properties. Eligible county residents may sign-up here for tax exemptions.

More commonly referred to as the "Tag Office", the office of the Tax Commissioner handles much more than the distribution of motor vehicle decals, license plates and title transfers. The Tax Commissioner reports the millage rate as established by the County Commissioners, acts as collecting agent for the LaGrange Downtown Development Authority, the cities of LaGrange, Hogansville, and West Point and the unincorporated Troup County. The school millage rate is set by the Troup County Board of Education. Determinations of the type of tax exemption(s) individuals can qualify for can be made here.

Voter Registrar

The office of the Voter Registrar registers residents of the county to vote in local and national elections, and maintains lists of all eligible voters. The Registrar also issues absentee ballots and maintains their records.

Work Release Program

The Troup County Work Release Program has been designated to serve as an alternative to prison. Its purpose is to enable nonviolent offenders an opportunity to maintain employment while serving their sentences in the program without being a burden to their families or society. The goal of the Work Release Program is to instill within the participants a sense of self worth, self discipline, self pride, and respect for themselves as well as others.
